A design competition was issued by the Brussels Chief Architect in order to envision a conversion of the Inter-Beton facility to better integrate it with the city. The main question was how an existing concrete mixing facility could be adapted or reorganised within an extremely diverse urban fabric, without losing sight of the fact that "a good city has industry".

The project consists of three steps. First, walls are erected from interlocking precast blocks produced from recycled concrete waste that is recovered from the mixing trucks that return to the site after their delivery. These walls form the storage bay where the sand and gravel are stocked, but they also function as the foundation of the building. Secondly, a canopy is strategically placed above the work area where noise and dust pollution is produced most, preventing it from spreading to the surrounding residential and recreational areas.

Finally, due to the enormous span required, the truss structure of the canopy has a height of one floor, so that it can easily be transformed into a building hovering over the Inter-Beton site. The new offices will be located here so that the workers controlling the tower have a 360-degree view of the production process, as well as of the mixing trucks leaving or entering the site. On the other side an urban public connection is made just below the canopy’s cantilever to the upper floor. Here the idea is to provide space for public functions such as an event venue, a workshop area or a co-working space.

The project succeeds in what may have seemed improbable at first sight: the combination of otherwise incompatible functions. Now the site is a landmark that symbolises the integration of industry into a liveable urban habitat and the transformation of an inanimate area into the focal point of Brussels' vibrant "mix-city".
